	<description>Welcome to the City of Whitehall 
Muskegon County, Michigan
The City of Whitehall (population 2,884) is a unique blend of old-fashioned small town and progressive, full-service city. Whitehall is located in northern Muskegon County, five miles from the Lake Michigan coastline on White Lake. Although much of its economy is tourist-related, especially it&apos;s extended marina on the lake; it also contains some small businesses and manufacturing facilities. It is a commuter town to the greater Muskegon area just ten miles to the south. 

Whitehall&apos;s recorded history began around 1859 when Charles Mears, a noted lumber baron to the area, platted the village along with Giles B. Slocum, naming it Mears. The population continued to grow due to its strategic location for floating and distributing lumber.

In 1862, it was renamed Whitehall and incorporated as the Village of Whitehall in 1867. It later was incorporated as a city in 1942.&amp;nbsp;

2010 Rental Housing Rehab Grant
&amp;nbsp;The City of Whitehall will be seeking applications for rental rehabilitation projects within and immediately adjacent to the downtown.&amp;nbsp;Funding assistance in the form of forgivable loans equal to 75% of the project costs up to a maximum of $25,000 for existing units or $35,000 for new units is available from the Michigan State Housing Development Authority.&amp;nbsp;51% of all units must be made available to persons meeting low to moderate income guidelines.&amp;nbsp;Qualifications, additional information and application packets are available at City Hall or by calling 894-4048.&amp;nbsp;Applications will be accepted until Friday, September 3, 2010 at City Hall, 405 East Colby.&amp;nbsp;&amp;nbsp;

	<description>Parks and Recreation 
The City maintains several parks throughout the community. The Parks and Cemetery Supervisor employs a number of seasonal works to ensure all of the parks are maintained. A brief description of the City&apos;s parks follow:
Funnell Field  is a 12.6 acre neighborhood park with two softball fields, two tennis courts, two Little League fields, two basketball courts, restrooms, soccer field and playground equipment. The School District&apos;s teams use the fields as well as the White Lake are softball clubs.
Goodrich Park/White Lake Municipal Marina is a 8.5 acre regional and community park. The park includes a 50 slip marina for seasonal and transient boat use with toilets and showers for marina users. The park also includes separate restrooms for park users, picnic tables, grills, a picnic shelter, playground equipment, 960 foot bicycle/pedestrian path, benches and a parking/viewing area. The park is a popular summer time gathering area for boating, fishing, play equipment and passive recreation. Regional activities such as the Maritime Festival and Boat Show occur at the park.
Slocum Park  is a 2.4 acre community park with two lighted tennis courts, picnic tables and grills. The School District uses the courts for practice, league play and instruction. This is the location of the City Hall and Fire Station.
Covell Park  is a 3.9 acre community park. The park provides access to White River and it is primarily used for fishing. Picnic tables and grills are on-site. Boat launch to White River to paved parking.
Svensson Park  a 3.7 acre community park with a boat launch for non-motorized boats, sand volleyball, a footbridge, picnic tables, grills and playground equipment. The park provides lake access for fishing.
Gee Park  is a 1.6 acre neighborhood park. The park provides picnic tables, grill and playground equipment.
Norman Park  is a 1.0 acre community park. The park provides residents with picnic tables, grills, swings, an interpretive station and a stairway and deck access to the White River Trail.
Veteran&apos;s Memorial  is a 0.5 acre community park and monument.
White River Flood Plain  is a 200 acre regional park reserve.
Lions Park is a 3.5 acre community park. The park provides access to White River , an accessible boardwalk, a stairway, floating docks, a picnic shelter and an interpretive station.
White River Trail  is a 0.25 mile accessible linear park with a foot bridge at the trail head. The trail follows the shoreline of the White River Flood Plain to an observation deck.</description>

City Manager Overview 

The City Manager is appointed by the City Council and serves as the highest ranking full time employee of the City overseeing the day to day operations. It is the City Manager&apos;s responsibility to ensure implementation of policies formulated by the Council in the most efficient and cost effective manner. These policies are primarily derived in partnership with the Council by the development of long-range goals and annual budgetary appropriations. The City Manager provides leadership, coordination, and assistance to all city departments. The City Manager is responsible for the appointment and removal all employees, sees that all laws and ordinances are enforced, reports to the Council, and represents the City in many local, regional, and state-wide forums. 

City Manager Profile 

Scott K. Huebler was appointed City Manager in February 2001. Scott previously served as Hart City Manager and has held various municipal positions with Allen Park, Coopersville, Kentwood, and a prior stint in Whitehall as the Administrative Assistant/City Clerk.
He holds a Masters of Public Administration, Bachelors of Public Administration, Bachelors of Legal Administration, and Minor in Business from Grand valley State University and served as a graduate assistant coordinating the development of a master plan for the City of Grand Rapids John Ball Park Neighborhood Association.

The Department of Public Works &amp;quot;DPW&amp;quot;, is responsible for the operation and maintenance of the city&apos;s infrastructure including water treatment and distribution, sewage collection, street maintenance, traffic control, street lights, leaf pickup, building inspection, fleet maintenance, and numerous miscellaneous tasks.

Sanitary Sewer Backups

Residents are advised to contact the DPW at first chance to report any suspected sewer blockage. In the case of an after hour emergency please dial Muskegon Central Police Dispatch at 911 for assistance.
Please note that Public Act 170 of 1964, as amended by Public Act 222 of 2001, requires that you file a written claim within 45 days if you are seeking compensation for personal injury or property damage as a result of an overflow or backup of a sewage disposal system or storm water system. Notice should be mailed to the City of Whitehall, 405 E. Colby Street, Whitehall, MI 49461. Failure to provide notice will preclude any potential claim of damage.
Brush Disposal


NEXT CURBSIDE BRUSH PICKUP WILL BE MAY&amp;nbsp;3, 2010 
&amp;nbsp;Due to budgetary constraints the City of Whitehall&amp;nbsp;Curbside Brush Pickup will take place only once in the Spring.&amp;nbsp; The Spring pickup will take place the first Monday of May.
&amp;nbsp;City crews will be making ONLY one pass through the City for Curbside Brush Pickup. The brush should not be put out by the street more than 48 hours prior to the pickup date and must be out before 7:30 a.m. to ensure that it gets picked up.
&amp;nbsp;Place the butt ends to the street and in neat piles. Brush may not be larger than 3&amp;rdquo; in diameter or longer than 4 feet. Tree removals should be taken to the Transfer Station.&amp;nbsp;
DO NOT
drop your brush off at the Department of Public Works.
&amp;nbsp;Any brush that is currently at the curbside must be removed by the property owners or tenants and can be taken to the White Lake Area Transfer Station at 2100 W. Holton Whitehall Road. Brush piles that are not removed may cause fines to be assessed.

Property Tax Billings 

Property tax bills are levied out twice a year. Summer taxes are mailed July 1 st and are due and payable July 1 through July 31 without penalty. On August 1 a 3% penalty is assessed and an additional 1% interest each month thereafter. Winter taxes are mailed December 1 and are due and payable December 1 through February 14. On February 15 a 3% penalty will be assessed until February 28. On March 1 taxes become delinquent and are turned over to the Muskegon County Treasurer for collection.
&amp;nbsp;
Tax bills are in a single sheet format with a detachable payment receipt. The tax receipt portion MUST accompany payment.
Taxes may be paid weekdays from 8:00am to 5:00pm at City Hall or at the 24 hour drop box, located at the rear entrance to City Hall. Property owners who do not receive a tax notice should contact City Hall. Failure to receive a tax notice by mail does not relieve you of this obligation.
Deferment Of Summer Taxes
Senior Citizens, Paraplegics, Quadriplegics, Servicemen, Veterans, Widows and Blind Persons may be eligible for a deferment. This deferment allows eligible taxpayers to postpone payment on their annual property taxes until April without penalty. Forms are available at City Hall.
Poverty Exemptions
Poverty exemptions&amp;nbsp;are available to citizens earning less than the Federal Poverty Income Standards as of December 31 of each year. Applications are accepted at the March Board of Review. Forms and guidelines are available at City Hall for citizen&apos;s interested in this program.
Dog License
Dog licenses are available to City Residents only beginning December 1 through the end of February.&amp;nbsp; It is necessary that the mailed renewal notice forms received from Muskegon County Animal Control be brought in at the time of purchase along with certified proof of a current rabies vaccination. If a dog has been recently spayed or neutered proof must also be provided at this time.
Board of Review
The Board of Review meets three times annually. The first meeting is on first Tuesday of March. This is an organizational meeting for the Board Members to review the assessment roll of the city for the next tax year. Beginning on the second Monday through Tuesday of March the Board meets to hear protest from property owners on their new assessments. Appointments must be made with City Hall ahead of time. If taxpayers are unable to attend the March meetings, a written protest is acceptable if received by the second Tuesday of March. The July and December meetings are only to address clerical errors or mutual mistakes of fact and to receive late filings of the Homestead Affidavit.
Homestead Exemptions 

The Homestead Affidavit is a school tax relief that was provided homeowners through the passage of Proposal A in 1994. Taxpayers that owned and occupied a home on May 1, and have not filed an Affidavit with the City may file before the July and December Board of Review meeting.

Catch the Sesquicentennial Spirit!

Two thousand and ten is a banner year for Whitehall, as citizens&amp;nbsp;celebrate the&amp;nbsp;city&apos;s 150th birthday throughout the entire year.
The festivities begin with a January 11 kickoff event that commemorates the January 10, 1860 date when the plat for the Village of Mears (now our beloved city of Whitehall) was formally recorded.
And that&amp;rsquo;s just the beginning. Each month during 2010 features Sesquicentennial-related activities including lectures, workshops, tours, a style show, family picnic and birthday party, fireworks, lumbering era weekend, historical cruise, and more. We&amp;rsquo;ll also have t-shirts, sweatshirts, caps, mugs, medallions and lapel pins with a unique logo for sale, created especially for our city&amp;rsquo;s Sesquicentennial. We hope local residents and visitors alike will enjoy this fun, educational, and memorable celebration!

Whitehall&amp;rsquo;s Sesquicentennial Summer Park Band
&amp;nbsp;
As part of Whitehall&amp;rsquo;s Sesquicentennial celebration, the Channel View Chamber Winds of the Arts Council of White Lake, has formed the Whitehall Sesquicentennial Brass Ensemble and will present a summer concert in GoodrichPark on Sunday, June 27, 2010 at 3:00 P.M. They will present music that wastypically played in the 1860&amp;rsquo;s when the city of Whitehall was formed. Also featured will be other woodwind ensembles.
&amp;nbsp;
The Whitehall Sesquicentennial Old-Fashioned Summer Park Band and Brass Ensemble are made possible through funding provided by the White Lake Community Fund of the Community Foundation for MuskegonCounty.
&amp;nbsp;
Within the past three years of the existence of the Music &amp;amp; Performing Arts Branch of the Arts Council of White Lake, a strong foundation has been established to impact our community. Of the many educational and performance events that we develop and organize, the Channel View Chamber Winds has had a significant effect. The CVCW has performed a 2-concert series per year, and added thriving summer park band concerts for the past three years. These summer concerts in GoodrichPark have not only been fun for the top quality West Michigan musicians and the community, but have earned the attention and moral backing of Whitehall&amp;rsquo;s City Council.
&amp;nbsp;
A strong attraction in many communities is their very own summer park band. It is a drawing point, giving a special identity to the community and drawing many visitors and tourists. We, the Channel View Chamber Winds, have partnered with the City Council to be the official &amp;ldquo;Whitehall Sesquicentennial Band&amp;rdquo; for the year of 2010, performing a 3 concert series that will include Celebrate WhiteLake on July 17th at 6:00 P.M. and the Whitehall Sesquicentennial Community Picnic kicking off the Maritime Festival on August 12, 2010 at 6:30 P.M.&amp;nbsp;

	<description>A Bit of History.....
In 1838, Charles Mears and his younger brother, Albert, explored western Michigan in search of valuable white pine timber to begin a lumbering operation.&amp;nbsp; Charles found what he was looking for&amp;nbsp;in what is today Whitehall.&amp;nbsp; The area proved to be ideal for harvesting the thousands of acres of trees.&amp;nbsp; Men flocked to the area to fell the trees and guide the logs down the White River to a sawmill, where they were cut and transported by boat across Lake Michigan to Chicago and beyond.&amp;nbsp; Soon, families of the lumbermen settled in the area.&amp;nbsp; Schools and stores dotted the landscape and a new way of life emerged.&amp;nbsp;
In 1859, Charles Mears and colleague Giles Slocum platted what was then called Mears.&amp;nbsp; That plat was formally recorded on January 10, 1860 - the official date marking the city&apos;s founding.&amp;nbsp; It was renamed Whitehall in 1862.
The town continued to grow.&amp;nbsp; The devestation of the Great Chicago fire of 1871 ironically meant more prosperity for Whitehall, as the demand for lumber to rebuild Chicago soared.
By the mid 1880&apos;s, however, most of the white pine lumber had been felled.&amp;nbsp; The lumbering heyday came to an end.&amp;nbsp; Tourism replaced lumbering as the White Lake area became a popular destination for travelers from Chicago, St. Louis and other areas.
Today, Whitehall remains a major tourist draw as visitors enjoy all the activities and amenities that lakeside living offers.&amp;nbsp; The city thrives, yet retains its inviting, small-town charm.</description>

	<description>&amp;nbsp;SESQUICENTENNIAL KICK-OFF IS A BIG SUCCESS!!
Whitehall&apos;s 2010 Sesquicentennial Celebration was launched January 11 at the historic Nufer home on Mears Avenue.&amp;nbsp; The beautifully restored 130-year-old home was graciously donated for the event by current owner Julie Ostrander.&amp;nbsp; The actual date considered for the founding of Whitehall is January 10, 1860,&amp;nbsp;when the then-Village of Mears plat was recorded.
Nearly 60 residents enjoyed the evening&apos;s festivities including hors d&apos;oeuvres by Mayberry&apos;s BBQ &amp;amp; Catering, live entertainment by local folksinger Mike Snell, a mayoral proclamation by Emery &amp;quot;Mac&amp;quot; Hatch, logo merchandise for sale and a tour of the historic home.
The kick-off is the first of many Sesquicentennial community programs scheduled throughtout the year, including historical presentations, a style show, community picnic, birthday party and fireworks, workshops, oral interviews, a photography exhibit, storytelling, a historical cruise, a time capsule, receptions and&amp;nbsp; more.&amp;nbsp; A complete schedule of events is included in the just-published Whitehall Sesquicentennial calendar available a the White Lake Beacon and area gift shops.&amp;nbsp;
