The Whitehall Police Department is proud to be a part of the Whitehall community. Our mission statement says, The Whitehall Police Department is committed to enhancing the quality of life in the City of Whitehall with excellent police services through partnership with the community. To help us fulfill that mission we will continue to open lines of communication including our e-mail here and a Facebook page. Our job will always be to investigate crime, make arrests and write tickets, but we need everyone’s help.
The citizens of Whitehall are the front line of protecting our community. Whitehall Police are constantly on patrol but we can’t see and hear all that you do so we need your calls. We also want to know what’s going on in your neighborhood and have a chance to respond before there’s a bigger problem. We want to work with you to keep Whitehall a great place to live.
We want to serve our community in more than the traditional ways. We want to be a source of information for you as well providing answers and ideas to help you keep your family and home safe. We especially want to help you avoid the frauds that are so common today. We want your call whenever you think we can help. 2024 Michigan License to Purchase Firearms Changes
New laws regarding firearm purchases took effect February 13 and we’ll try to break down the changes and how they will impact citizens purchasing or selling a firearm. The most significant change in the law is that the seller now becomes responsible for any submission of a sales record. We are going to list the buyer and seller responsibilities below, but let’s start with a few definitions.
Firearm (from Michigan law): The word “firearm”, except as otherwise specifically defined in statute, includes any weapon which will, is designed to, or may readily be converted to expel a projectile by action of an explosive.
NOTE: The source of the explosion isn’t limited to gunpowder and includes the release of compressed gas.
Pistol: Any firearm less than 26 inches in overall length.
Non-Pistol: Any firearm more than 26 inches overall length.
FFL: Federal Firearms License
CPL: Concealed Pistol License
MCOLES: Michigan Commission On Law Enforcement Standards (a licensed police officer)
LTP: License to Purchase
RI-010: Michigan’s form for License to Purchase a firearm.
RI-060: Michigan’s form for Firearms Sales Record
FIREARMS SELLER:
- Must ensure the purchaser is licensed and eligible to receive firearm.
- Possess FFL, CPL, MCOLES license, or Michigan LTP
- Must ensure the RI-010 or RI-060 is properly completed and signed
- Must keep the seller copy and give purchaser their copy.
- If selling a pistol must deliver the Law Enforcement agency copy to:
- The law enforcement agency where the seller lives if RI-060
- The law enforcement agency that issued the LTP if RI-010
- Record of non-pistol firearms sales do not need to be submitted to law enforcement
FIREARMS PURCHASER: Pistol or Non-pistol for FFL/CPL/MCOLES licensed persons
- May purchase from anyone using the RI-060 Firearms Sales Record form.
FIREARMS PURCHASER: Non-Pistol (NOT FFL, CPL, MCOLES licensed)
- May purchase directly from FFL (like a sporting goods store or gun shop)
- May purchase or receive from an individual after receiving a LTP (RI-010) from the law enforcement agency where they live.
FIREARMS PURCHASER: Pistol (NOT FFL, CPL, MCOLES licensed)
- Must obtain a Michigan LTP (RI-010) prior to purchase regardless of who the pistol is purchased from. (Seller must submit law enforcement copy to licensing agency.)
