City Council
The City of Whitehall uses the council-manager form of government. The City Council, consisting of seven (7) members elected on a non-partisan basis, appoints a City Manager to handle the day-to-day management and operations of the City. With the 2019 Charter amendment, the Mayor is now voted in by residents every two years. The Mayor acts as the official head of government and presides at all City Council meetings. The Mayor Pro-Tem is selected by the City Council and assumes mayoral duties in the absence of the mayor. The Council enacts ordinances, resolutions, and orders; adopts the annual budget; approves the financing of all City operations; and authorizes contracts on behalf of the City.
